Hello,
I'm using phpBible which deals with OSISCore1.1 files.
Do you know where I can find such files ? Especially the french Louis Segond
version ?

I could use mod2osis.exe with Sword.
The one on crosswire generates OSIScore 2.5 files.
Does anyone have a version of mod2osis that generates OSIScore1.1 files ?

For out of copyright translations like Louis Segond, Crosswire offers
both texts and a tool to convert their format to OSIS see:

JeanClaude,
OSIS 1.1 was not a public release. If you are refering to OSIS 1.1.1, I
would strongly recomend against using it.
We (the BibleTechnologies core technical committee) released OSIS 1.1.1
and then recieved quite a bit of feedback (that we did not recieve
before its release). As a resut there were pretty major changes between
OSIS 1.1.1 and OSIS 1.5. Since OSIS 1.5 the changes have been
relatively minor.
